If you're going to get a new PC and plan on playing games, there's currently no reason to get anything that's less than DirectX 11 compliant. Both should use different tactics but have the same results. I would think the hardest player to balance would be a sneak-thief. It's not necessary, any door you open with a key remains unlocked.
