Multiple points in skills

Do multiple points in the various armor skills increase the armor rating with said equipment?

basically, yes. I don't know about exact mechanics though.

Multiple points in armor increase chance of damage reduction (getting 1/2 of damage instead of full).
Incinerator Fuel = Pure Ownage xD

I thought damage reduction absorbed a % of damage?
